		<description><![CDATA[This is an excellent paper, the major issue here is that the secretary of state, i guarantee you, will not read it because it is too long. Her lower level aids will read it and may not forward the essence of the paper. I see this problem with most Ethiopians. Simple is better, make it simple. Why do you keep going on and on. You should never write more than one page to her. Make the best out of the one page and out line the critical issues. Then and only then the paper will have it&#039;s day on secretary  Hilarry&#039;s desk.]]></description>
