If he had a fraction of his mental capacity he would have told them what to do on his illness. If he could not do any thing else he would know that the way Bereket and others handled the situation will damage the credibility of the government and it's institutional capacity. He is smart enough to sense this things. Ambasader Shihen is right when he said Meles is capable of planning ahead and foreseeing the pro and con of an action and what to do even though it is only to keep himself on power at what ever cost.
The only reason this complete lack of inability to act in an appropriate manner befitting a government of a country of 90 million people is that the only thinking head among them is vegetating or expired.
