Meles successor delay exposes Ethiopia's internal power struggle

In a sign of a growing internal power struggle, Ethiopia's ruling party has further delayed choosing its new leader and by extension the prime minister of the country.

Executive council members of the Ethiopian People's Revolutionary Democratic Front (EPRDF) in a closed-door meeting Tuesday failed to agree on election procedures for the new party leader, exposing the divide among the ruling elite.


Former party leader and prime minister Meles Zenawi died in a Brussels hospital on August 20. A day later, Ethiopia's cabinet endorsed his deputy, Mr Hailemariam Desalegn, as acting prime minister and indicated that he would shortly be confirmed by parliament, a formality.

Mr Meles had been the chairman of the ruling party as well as of the powerful Tigrian People's Liberation Front (TPLF), one of the four ethnic-based parties in the coalition.

However Tuesday's meeting of the top ruling party organ appeared to contradict the Cabinet's original decision and state media have dropped references to Mr Hailemariam as prime minister-designate.

The executive council, made up of 36 members (nine from each of four coalition members), has now set a new schedule for next week to elect a new party chief in what will be a bigger meeting of 60.

The party has however sought to downplay the dispute and asked its members to continue with their normal duties.

"Within those who are in a struggle of a common goal, the installation of leadership is an easy issue as it is simply assigning a comrade who would pay huge sacrifices... and rather the focus should be on our respective duties," a party statement said.

In this session the wider leadership of 60 members (15 each from the four constituent parties) of the more powerful EPRDF council will choose a new party leader who would then be confirmed by parliament, in which it holds all but one of the 547 seats.

In this session the wider leadership of 60 members (15 each from the four constituent parties) of the more powerful EPRDF council will choose a new party leader who would then be confirmed by parliament, in which it holds all but one of the 547 seats.


This is far better than appointing H M desalegn, but not the right thing to do.

The PM was from TPLF by default and should have stayed that way until the end of the term.

አቶ መለስ ዜናዊ እድሜውን ሙሉ ሲያከናውነው የቆየው ፣መልካም እና የተቀደሰ ተግባራት ባይኖር ያለምንም ማጋነን እና አድሎ የኢትዮጵያ ህዝብ እና መንግስት አሁን ላለበት ደረጃ ሊበቃ እንደማይችል በማመን ፣እርሱ የጀመረው ወደር የሌለው የአገር እና ህዝብ ግንባታ አጠናክረው እንደሚገፉበት እና እንደሚያጎለብቱት ያለንን እምነት እና ተስፋ በዚህ አጋጣሚ እንገልጻለን ።ለአቶ መለስ ደግሞ ያንን ሁሉ የህዝብ እና ቤተሰቡ ጸሎት እና መሪር ሃዘን ፈጣሪ አምላክ ሰምቶለት በመንግስተ ሰማያት ያኑረው ።



ከወይዘሮ አለማሽ ገብረሉል ቤተሰቦች



ወ/ሮ አለማሽ በ1984 ዓ.ም. ወደ አስመራ በማምራት በሪፈረንደሙ ዝግጅት ላይ ተገኝተው የኤርትራን መገንጠል ደግፈው “ናፅነት”ን አጥቁረው መመለሳቸው ይታወሳል። እንደኢትዮጵያውያን አቆጣጠር በ1990 ዓ.ም. ኤርትራዊያን ከኢትዮጵያ ሲባረሩ፤ ወ/ሮ አለማሽ ገብረልዑል ኢትዮጵያ ውስጥ እንዲቀሩ ከተደረጉት ሰዎች አንዷ ነበሩ።

ከዚህ በታች ለሁሉም ኢትዮጵያዊ ማስታወሻ ይሆን ዘንድ፤ ኤርትራዊያን የወ/ሮ አለማሽ ገብረልዑል ቤተሰቦች የላኩትን በትግርኛ የተጻፈ ደብዳቤ ከዚህ በታች እንዳለ አቅርበነዋል።

The TPLF junta is buying time until they elect their chairman. Then the Prime ministers position will be contested by the TPLF chairman and HD.
Of course finally the TPLF will take the the position anyway. This is the plan, weather you like it or not. Already, there is some indication on one of the TPLF website to this effect. Believe me, thsee are mafias ready to capture or kill any one on their way.

Adding to the uncertainty is the fact that the appointment of a successor to Meles at the head of the rulingparty was recently delayed. Deputy Prime Minister Hailemariam Desalegn had been appointed acting leader on August 21, but leaders in the Ethiopian People Revolutionary Democratic Front (EPRDF) asked for more time to mourn before confirming the succession. “They should have just appointed Hailemariam straight away,” an official from the opposition Ethiopians Democratic Party (EDP) told TIME, speaking on condition of anonymity. “[The delay] is only increasing fears that there will be damaging disputes between the ruling members as to who should be the next leader. The longer this goes on, the more the country will suffer”

On Thursday the EPRDF dismissedfears of a power vacuum, and claimed to simply be following the party’s rules for choosing a new leader. “There is no power struggle, there is no power vacuum, it is not true,” government spokesman Dina Mufti told TIME. “Hailemariam Desalegn is now acting minister, so there is no need to rush the procedure and we will wait for a collective democratic decision from the leadership”. A decision had been expected earlier this week, but has now been delayed until after Ethiopia’s New Year next Tuesday, to allow for wider participation in the party’s congress.

Hailemariam Desalegn, originally an civil engineer, had been a trusted aide to Meles, who it was widely believed was grooming Hailemariam to succeed him. The move would have marked a breakwith tradition, since the country’s political elite under Meles has been dominated by ethnic Tigrayans whereas Hailemariam is Woylata and was not part of the TPLF. Also, Hailemariam is a Protestant rather than an Ethiopian Orthodox Christian like Meles and most of the party elite. While ethnic leaders representing most ethnic groups have been brought into the EPRDF, analysts say there is a potential for social tension if the party remains dominated by Tigrayans, who comprise 6.1% of the total population. Some believe Meles chose Hailemariam to avoid the risk of reproducing Tigrayan domination, and also in response to pressure from international donors to diversify the leadership of the EPRDF. With Meles gone, however, local commentators speculate that a Tigrayan elite within the ruling party may seek to maintain their dominance by blocking Hailemariam from taking over.
