Due diligence guidelines: The monitoring group further states, that it is also developing due diligence guidelines to assist the committee with its task, as requested under operative paragraph 13 of the resolution 2023 for the optional use of member states”..............................................
Whatever the judgment may be in all these affairs,, they cannot justify the introductions of due diligence measures, however, optional , that will encumber investment opportunities and economic growth in a developing country that has come out from a long and devastating war of national liberation. Particularly, when the measures are predicted not on incontrovertible evidences, but on the mere presumption that Eritrea might use the revenue that accrue from these investments for “purpose of regional destabilization” Eritrea*s detractors are of course eager on slamming these measures as its bolsters their armour in their hysterical campaigns of animosity and belligerence. It is indeed instructive to recall that the US permanent Representative to the UN “Volunteered” to work closely with the monitoring group in “developing these guidelines” during the security council discussions on December 15 last year when the resolution 2023 was adopted. This was questioned by another permanent member of the security council for its procedural inappropriateness of delegating this task to the monitoring group when the customary practice is for this job to be performed by the sanction committee… Eritrea therefore hopes for that reason will prevail when the security council mulls over this issue
